Issue Description

~A process would run an update on the year entry under the registry-support license header file annually at the start of the new year to remove the need to do this manually on a yearly basis.~

Acceptance Criteria

• ~[ ] Create script to update the year within the registry-support license header file~
• ~[ ] Setup a GitHub workflow to run this script annually~
