Issue Description

~A process would run an update on the year entry under the registry-operator license header file annually at the start of the new year to remove the need to do this manually on a yearly basis.~

The annual process to update on the year entry under the registry-operator license header file is no longer necessary: https://github.com/devfile/api/issues/1240#issuecomment-1717228954

Acceptance Criteria

• ~[ ] Create script to update the year within the registry-operator license header file~
• ~[ ] Setup a GitHub workflow to run this script annually~
