User Story

As a devfile library consumer, I want to have parent resource downloads disabled by default so that I can avoid unexpected behaviour in my environment (downloading of files, performance degradation due to git cloning, etc)

Acceptance Criteria

• Ensure that parent resources are not downloaded by default when a parent reference is specified.
• Ensure that parent resources are downloaded if the DownloadGitResources parser args is set to true
