Issue Description

We need to investigate what needs to be done to resolve the token issue affecting PR checks for devfile library. Currently the SARIF file upload is not being authorized. View the log here

Acceptance Criteria

[x] Research what is needed for token updating/cycling/etc
[x] Open issue for updating tokens or complete it as part of this issue
