Issue Description

Source repository is needed to maintain the build scripts tied to the quay.io/devfile/ai-tools image for running AI development containers using the Python AI stack.

Acceptance Criteria

• [ ] Create a repository under either devfile, devfile-samples, or devfile-resources to house all files for the building of this developer image
• [ ] Create build scripts to build quay.io/devfile/ai-tools container image
• [ ] Create workflow checks for building the container image
• [ ] Create some basic tests to see the image build
