Send welcome message to new subscribers #109

Also send one when a subscriber re-subscribes?

Any ideas what this message should say?

I think the goal is just to confirm access, and let the user know the number the messages are going to come from? Maybe something like "You're subscribed to Vote Local! Save this number, and thanks for being engaged."

Thoughts?
