Add elected officials lookup page #90

Fixes #81

I've added a page to lookup elected officials by address. URL: /elected-officials (I linked to the page under "Voting Resources")

A Google API Key is needed, and should be entered in the .env file. Make sure to enable the "Google Civic Information API" in Google Cloud Platform.
