Course admins should have the option to duplicate a course's assignments from one semester tag to another, making the transition between semesters much easier.
Edit: with some additional steps (search the assignment page for assignments with the «from tag», select add tag, then select the «to tag»; repeat for each assignment search results page), this is already possible using the course administrator UI.
