Admin privilege timeout #87

There should be an option to grant course owner (issue #86) and admin privilege for a period. When that period expires, the privilege should be deactivated (not removed entirely).

Default values (current year; could be a settings.py value):

June 30 (between Jan 1 and June 30)
Dec 31 (between Jul 1 and Dec 31)
