Closes #86 - adds an additional admin level called "owner". Owners can add and remove course admins. Superusers can add or remove course owners.
The course app is a beginning to removing the cradmin-legacy integration. As such the new course admin sites are visually very close to the old ones, and it should be possible to phase out cradmin sites by replacing them one by one.
This update also includes various other small fixes and clean up of old commented code and such.
