multilingual pro installation file error #7

What steps will reproduce the problem?
1. attempting to install ML pro manually following readme080_ml_eng.doc
2. searching for special_solutions/webroot.php 
3.

What is the expected output? What do you see instead?
searching for special_solutions/webroot.php to copy as per instruction.
It doesn't exist within the files downloaded.

What version of the product are you using? On what operating system?
multilingual pro - phpshop.8
