Update of spotlight with new data that were recently published after the Feb/Mar data collection #261

All finance data for 2020 and indicators derived from them are based on proposed budget estimates data we collected in Feb/Mar 2020 before the approved finance/budget data was published by government (in June 2020). They don't accurately reflect the actual budget data published in the approved budget documents available online. We can't run an update now becuase we don't the time. These will need to be updated in the subsequent updates of the spotlight on Uganda

I am of the view that we keep our "Proposed" data in the DB, and update it as and when we get the June 2020 data ready. @Mozmitch's worry is how do we explain the discrepancy in the data i.e between "Proposed" and "Approved" budget types? I am thinking we have a methodology page, isn't that part of what it's supposed to address? Your thoughts @k8hughes

This sounds like something that we will need discuss on tomorrow morning's call. @Mozmitch what info we need from you is how much time is required to make this data update and the reputational risk of having now outdated data on the spotlight.
