Harmonize budget level key values #10

In Uganda spotlight budget level file l1 is expenditure while in national budget level file its total-expenditure.

Is it possible for such similar keys to be the same such that we only have one budget level file

The original naming came from Richard. I guess we should ask him before changing it.
