SPARQL endpoint #19

SPARQL endpoint should be set similarly to that of UNESCO thesuarus which is also built on SKOSMOS

This endpoint is crucial as it feeds into this function ( https://github.com/devinit/ppt-search/blob/master/mainFunction.py ) for "search and translate" tool

I am now happy with the SPARQL endpoints- please make sure that the "query" SPARQL endpoint function is accessible to anyone (without login) and redirect to http://178.79.158.119:3030/dataset.html from "About" page as specified in #22
