This will be useful to people hacking on libSDL itself.

devkitPro isn't a toolchain and shouldn't be randomly capitalised. We don't support manual build and install, it interferes with packaging and causes confusion for users.

I can fix the capitalisation and the text. :-) I would like you to reconsider this anyway, because having clear instructions on how to build the library will help to get contributions. I'll submit another PR with a text that makes clear that this is not the recommended way to install libSDL.
