Add Harfbuzz for NDS #266

I saw the add for Switch and was going to an adaptation of it for nds-portlibs. I'll try it out with dslibris. This will help out Arabic-speaking users.

I'm a noob wrt pacman. My mental model:

  1. run dkp-makepkg for all dependents
  2. run dkp-makepkg for nds-harfbuzz

mm, (1) maybe is just making sure the deps are installed.
