Created a CSS class .dropdown-menu for all the dropdown menus, since they are being frequently re-used
Slightly refactored some filtering logic and removed some extra comments
Added GitHub files: pull_request_template.md and CODEOWNERS

Manually tested that filtering works and the dropdown menu styles are unchanged.
