Add categories to Topic #38

Issue

Two more categories are requested by the student community on the forum viz. suggestion and improvement.

Expected

While creating an issue, four categories should be shown in total.

Actual

Currently, only 2 categories are available, add the above two as well so that a total of 4 categories are there.
