#158: MVP level 0 for language agnostic templates #1632

Adresses/Fixes #158

Implements

a new template engine as cobigen-plugin
allows to resolve variables as described in #158
also strips out all lines containing the keyword "CobiGen" (case-sensitive). This is planned to allow constructs in your code like @CobenGenTemplate, @CobiGenCondition, CobiGenMacroXyz.run() etc. that should not appear in the output including according import statements.

The broken build does not seem to be related to my changes but rather a GHA maintenance issue:
