refactor configuration guide #465

Implements:

move these subsections to spring/guide-configuration-spring.asciidoc
- internal application configuration (spring boot configuration)
- password encryption with jasypt-spring-boot
add quarkus security/password-encryption aspect

Closes #445

In the general documentation guide there is still some spring specific stuff in the Environment Configuration part. So this should also be moved to the Spring guide, I think
