Build failes with Java 17 due to obsolete plugin version #35

org.sonatype.plugins:nexus-staging-maven-plugin:1.6.8 is outdated and needs to be updated to 1.6.13. https://github.com/devonfw/docgen/blob/dc928b61b38f872db171b27e039512c1f9cad859/pom.xml#L376

Also plugin management and dependency management shall be used consistently.
