Clarify instructions

This PR:

• Clarifies exactly which steps are being reference, and also provide a link to jump to the correct section.
• Repositions the "Create" step of the load balancer to be a top-level step after confirming that all the settings are correct.
• Gives an appropriate title to the "Test S3 Deploy" script.
