[HAL-2024] Update Organizers: Remove Marisa Smith and Add Seif Elbayomi

This pull request updates the organizers' list for the 2024 Halifax event:

Removed Marisa Smith from the organizers' list to ensure no contacts are mistakenly made using her details.
Added Seif Elbayomi to the organizers' list.

The required email with Seif Elbayomi's full name and email address has been sent to info@devopsdays.org as per the contributing guidelines.
