06/23/24 CHANGELOG

[x] Updated Keming's role to devops director.
[x] Updated hugo.yml with latest deployment actions from Official Sources.
[x] Revised README.md to include simpler contrib instructions and better stats visuals.
[x] Discovered (NOT included in commit) rendering bug where links will default to blue blob (see attached image below, creating issue soon)
