Devoxx UK: bug fix related to talk not showing up under speaker public profile #90

Typically this didn't work when the user did not have approved or accepted proposals, it just returned all accepted proposals. With this, if the speaker does not have approved or accepted proposals, it will return false and we really want this.

I think sinter is what should be done and not sunion. For me this is a valid fix.
