As an intermediate step support running Vaadin 14 in "Bower Mode".

This should allow existing projects to still update from Vaadin 13 to 14 without any changes until #240 has been fully implemented.

The following things are needed:

[x] Warn about unsupported @JsModule and refer the user to use @HTMLImport instead.
[x] Notify user about running in "Bower mode"
