Auto-create make targets and substitute VERSION into DEBIAN/control #2

Essentially, make it easy to repeatedly build a project through Debra.

debra-makefile(8) does the former but not the latter.

Go the other way, actually. debra-makefile(1) (now section 1, not 8) will write a Makefile that grabs the version from the control file.
