Timezone issue #506

Description

there are timezone issues on our admin panel, our server saved the utc time, we should convert the time to our local time for better reading, there should be several place we need to fix this, few I found is:

payment verification
ticket-transfer-log
schedules

Type

on second thought probably not with schedules, since we manually set the time.
