Readonly documents

What steps will reproduce the problem?
1.create readonly document
2.try to open the document
3.

What is the expected output? What do you see instead?
I know i can read other documents in the same location but this is
the only one not able to open

this is the output i receive: The filename x.xls is not readable

Please provide any additional information below.

Hello.

Are you sure that the path to the file is correct? Or the owner of file is the 
same like the owner of the directory where the file is saved?

the web server was not allowed to access the file as it had a different set of 
permissions.

Ask the administrator for fast cgi activation. This will resolve your problem.

I think the owner for the uploaded file is 99 (nobody), that means you can't 
access that file.
