Minor updates and clarifications #2

Changes:

clarifying some of the project ideas
made both HIP bounties $10k since they're approximately equal in difficulty. I'd argue that might be too much, but I am definitely interested in seeing more core contributions

Some other grant ideas:

Testnet – planned as part of validators, but we could maybe throw in some bucks?)
Rosetta endpoint – for Coinbase & others
Ledger Live app – rather than the current developer-mode-only app
HIP Editor role – scaling beyond me and my spare time
