Poor border definition in Ceuta #24

As part of Spain it should be EU868 but has EU433 overlapping. image

So there is no overlap in the hexes but because the area is only about 1km across the EU868 r7 hex are too large. Normally the polygon would extend into the water and give a clean border but in this case Spain's claim ends at the water.
