@gradoj do the ISO codes need to be unique? Or is this ok?

this file isn't actually used for anything anymore but still trying to keep it up to date as an index so that is fine

Because there is overlap in Antarctic regions they were removed completely until one channel plan can be selected https://github.com/dewi-alliance/hplans/issues/3
