Update regions.csv with correct Cambodia region - EU868 #53

Cambodia is currently AS923-1 in the csv and geojson files. Is that not correct?

LA RP 1.0.4 has EU868 as 1st region and AS923 as 2nd. But I can see hotspots in Cambodia operating in the 900MHz range. So we would need to communicate to them 1st about a change as its a Concentrator Swap
