[x] Download, and document when, where, how the download was done, the LMS data from the WHO. https://www.who.int/tools/child-growth-standards/standards/weight-for-age
[x] Extend all the functions using CDC LMS values to use WHO as well.
[x] head circumference; extend testing suite
