Stakeholder review of Construction phase progress

Two to three weeks into the Construction phase, all success-critical stakeholders should meet and try to come to agreement on the following points.

• [ ] ... identify suitable hardware and software installations that are ready for use.
• [ ] ... document that all data required to operate the system is in place.
• [ ] ... document that there has been sufficient operational readiness testing.
• [ ] ... document that there has been sufficient training for end users and for operations and maintenance staff.
• [ ] ... document that all necessary software licenses, vendor agreements, etc. are in place, and that there is a plan for keeping them current.
• [ ] ... document that sufficient tools, processes, and personnel are in place to proactively identify system problems and to address them when they occur.
• [ ] ... document that sufficient tools, processes, and personnel are in place to provide support and assistance to system users.
• [ ] ... document that there are clear responsibilities for dealing with various kinds of system operational and maintenance issues.
• [ ] ... document that there are appropriate levels of backup and redundancy for system hardware, software, data, configuration information, and personnel.

• All the checklist items are complete, and the Initial Operational Capacity milestone is met.
• Some checklist items are incomplete, and the Initial Operational Capacity milestone is not met. We agree to invest 2 to 3 weeks of additional work toward this milestone, then hold another review.
• Some checklist items are incomplete, and we agree that no more resources should be invested in this effort.

If appropriate, set the due date of the IOC milestone for 2 to 3 weeks in the future, when the next stakeholder review will take place.
