In some situations, however, it is impossible to reconcile these conflicts. This ensures that resources are not wasted in pursuit of an unattainable goal.

I can see that some staff might be unhappy with the system-- either with specific details of how it might be designed-- or with the idea of having to use it at all. After we have better documentation of their win conditions, we need to reexamine this; they could well be in conflict with my win conditions.
