feat: toggle cayo perico water xml file #182

This add a button to switch between water.xml and water_heistisland.xml so it's easier to work on Cayo Perico. This PR is more a suggestion than something I want to be merged. This is the very first time I touch a cs project so I probably made shit in my changes. At least it works fine for me!

Manually applied changes mostly equivalent to this but far simpler, using Enable DLC option and loading both water xml files.
