Cannot select watermark image from rule #19

What steps will reproduce the problem?
1. Create rule on folder to apply Watermark PDF whenever mimetype Adobe PDF 
Documents are created or enter folder.
2. Next to Watermark Image, click Select File
3. Left-hand column says "Not a valid nodeRef: 'null://null/null' "

What is the expected output? What do you see instead?
Expected to see a list of folders in which to search and select watermark 
image. Instead, folders are replaces with above error message. Works fine when 
adding watermark to individual files though. It's only when trying to add a 
rule to an entire folder.

What version of the product are you using? On what operating system?
Enterprise 4.0.2 on Linux.

Please provide any additional information below.

What browser are you using (exact OS and version please)  Can you provide any 
Javascript output, errors, etc?

Do you get the same error on the other types of actions in rules, or is it just 
the file picker for the watermarking?

Hi,
I get this same error when trying to select a key file to apply to "Sign PDF", 
I am running alfresco community 4.0.d with version 1.0.0 of the toolkit on a 
linux apache server, the error appears in Firefox 18.0.1, chrome 24.0.1312.52 m 
and IE9.08112.16421 on a windows 7 PC

Found the source of this error in testing today.   See issue 23.  Error occurs 
when using the content rule actions on a folder outside the context of a site.
