File pickers in content rule setup fails when setting up rules on a non-site repository folder #23

What steps will reproduce the problem?
1. Create a folder in company home
2. Manage content rules
3. Select Merge PDF
4. Click the button to select a document to merge in the rule config
5. See the picker come up with no results and a message showing noderef 
null://null/null

What is the expected output? What do you see instead?

Should see a populated picker

Please use labels and text to provide additional information.

Had a bug in the rules javascript, didn't work outside the context of a site.  
Fixed in 1.1
