df_base Fuel Station outer bridge issues #11

There were a number of issues with this which I'm going to clump together because they're all in the same system.

The bridge position on the map didn't match the visual position
The bridge position can de-sync from shown on the switch panel
Door locks can de-sync from bridge position

Steps to reproduce:

Spam the frickin switch panel

The outer bridge should no longer de-sync from the panel or locks, and with some help from Secbase the bridge should appear in the correct location on the map.
