add an "Swap download and upload display order" option in General Settings, which allow user swap the display order of the upload speed and download speed

Thank you for the PR! As you can see in the commit history, I changed the code a bit, I think it's simpler that way. But now you have me asking myself, if having the upload speed at the top should be the default. I'm not sure.
