Collapse toc to be at chapter level #17

I find it easier to read a bookdown when I can see all of the chapters at once and click into them, where it then reveals the chapters contents. I think this is a style preference, what are your thoughts?

As in people would just see:

1. Getting started
2. Data
3. General coding
...

Rather than:

1.  Getting started
    1.1 Opening R Studio
    1.2 R Studio layout
    ...

I have no problem with this. As long as the behaviour is that the subsections are displayed while you're in that chapter (i.e. if I'm in chapter 6 then all the subsections are showing for chapter 6 in the TOC as well).
