Chore: update to newest icrc3 candidate #100

Reordering entries in structs in did files to match the ones in the standard (https://github.com/dfinity/ICRC-1/tree/main/standards)

Also renaming get_transactions to get_blocks to match current icrc3.

Note: Ledger init args changed as a result
