chore: Change codebase to be more friendly to CI and editors

[adamspofford-dfinity]

This repo is behind the main dfinity ones in a few ways, including:

• no rustfmt/clippy steps
• no shellcheck step
• no workspace manifest

This PR fixes these three things. Are there any more I'm missing?
