feat: added cargo-dist release workflow #17

This is the workflow generated by cargo dist init, and then adding unix-archive = ".tar.gz" to the config in order to generate .tar.gz rather than .tar.xz.

This allows generating a release by pushing a commit, whether manually or with cargo release.
