This PR addresses the following behaviors we have seen when testing the ICP/XDR rates for the CMC:
base_asset_num_received_rates should be equal to quote_asset_num_received_rates
The timezone adjustment was shifting the timestamp by 12 days into the past instead of 12 hours. This would cause the requested timestamp to always fall into the most recent forex rates instead of using the prior day's rates.
The forex rate store was accumulating USD rates. This is not necessary as all rates are normalized into USD.
