add CI job creating master preview #223

This PR adds a CI job deploying a preview of the Interface specification upon every push to the master branch.

Once this MR is merged, a preview canister for the master branch will be created by CI and then I'll publish the link (incl. that canister ID) in the README.md through a separate MR.
