:arrow_up: move type declarations into actor block #49

The 0.6.10 changes require to move the type declarations in both main.mo files. Moreover, the dfx is adjusted as it assumes compatability with 0.6.10 only.

We're currently working out some things with the transition from @dfinity-lab to @dfinity GitHub organizations, so we're working on re-adding all of the environment variables, and once that's all set I can go ahead and approve the PR.
