chore: update `moc` to 0.10.1 #592

URM, this is strange, there should only be 2 line changes in this PR. Are you sure you followed the instructions? Isn't this expected/ I added new prims for Text.toLowercase and Text.toUppercase to next-moc and this is merging their exposed library functions into master. I cut'n'paste the instructions (unless I missed one).
