stdlib/array is poorly documented #1291

Most of the standard lib has very good and useful comments. Array is the most notable exception as it's going to be widely used and could use some commenting.

Was this addressed in https://github.com/dfinity/motoko-base/pull/138?

https://sdk.dfinity.org/docs/base-libraries/array has a base line of documentation now.
